Smoking among NYC public high school students dropped from 17.6 percent in 2001 to 8.5 percent in 2007 — a rate that is far below the national average of 25%. Experts attribute the reduction to a comprehensive approach that included raising the combined state-city cigarette tax to $3 a pack — one of the highest in the nation — restricting public smoking, backing an aggressive anti-tobacco media campaign, cracking down on vendors who sell to minors and paying for smoking prevention and cessation programs.
